Oslo Pensjonsforsikring (OPF) is a life insurance company owned by the City of Oslo, one of Norway’s largest employers. That makes OPF a socially critical player with high demands for security, traceability and stable operations in a semi-public context.
OPF wanted to bring case management and archiving together on one modern platform – a solution that can evolve in step with the organisation’s needs. Together with Nobly, the task was approached in two steps: first the necessary infrastructure was put in place, and then – from the summer of 2025 – work began on case management and the archive itself.
OPF’s new solution is built on Nobly Insight, Nobly’s AI-driven document platform that brings intelligent document management, case management and workflow automation together in one solution with compliance at its core. The platform covers the entire document journey from intake to archiving, so employees can work in one unified client. The solution is integrated with the company’s other systems, including OPF’s customer portal.

A small team from OPF has worked closely with Nobly to specify requirements and needs, while Kristoffer Gundersen from Nobly has coordinated the work on the Nobly side.

One of the people who has been close to the process is Inge Christian Nagelhus, functional lead in business and product development at OPF. Inge joined the project in the autumn of 2025 and has 25 years of experience from large system projects in the public sector. He noticed the pace early on: “When we first started, development moved very fast – it was great to see the needs and requirements we had being turned into a working solution.”
It has made an impression at OPF that there has been a short path from idea to action, and that development has moved quickly, with close contact and rapid follow-up.
What has surprised me the most is how fast and flexible the development has been. In the course of six months we have put a case management system in place – and that with limited resources. I’m proud that we have achieved so much.

The way of working has been agile and flexible, developed incrementally in sprints of typically two to three weeks, with quick responses – whether it concerned new requirements, bug fixing or follow-up. Joakim Hvistendahl, Head of Project Delivery at Nobly, points to the collaboration as the explanation: “What has made this project special is how closely we have worked together the whole way. Nobly’s approach to the project was a bit of a new way of working for OPF, but we quickly found the same track and an optimal way to collaborate. They have been sharp about their needs, and we have pulled in the same direction throughout. That is exactly what makes it possible for development to move so fast.”
At OPF, Inge Nagelhus has particularly valued that the solutions turned out broader than originally requested: “What I have appreciated most is that on several occasions we came with a need described as a fairly specific solution – and got back a more general and flexible solution. That has given us a platform we can keep building on.”
OPF is ready. Data is now being transferred to the new platform, most of the functionality is in place and ready for testing, and the integrations with the surrounding systems are in place. Go-live is planned for after the summer holidays, and expectations are high. Once the solution is live, it is the employees who are expected to notice the biggest difference, says Inge Nagelhus: “I think it will make for a better working day for the caseworkers. Even though the assignment is essentially a one-to-one replacement, it delivers an improved user experience.”
